There was no intention to go through with the ABB obligations. It was hoped that by interfering with nuclear developement in N.Korea, the intractable economic problems and famines would bring the regime down. This is an example of private parties, republicans, out of power, interfering in the elected administration's conduct of foreign policy.

I happen to agree with the other points made in the initial post, why limit your credibility by pursuing a tangential theory which is factually unfounded? Rumsfeld didn't negotiate the agreement, Albright did. It was Carter's idea initially and Clinton adopted it. My opinion is that Rumsfeld, Bush, and other neocons did everything they could to undermine the executive agreement which prevented war in 1994, and purposely brought us again to the brink of war with N.Korea. Isn't that bad enough?
