You see when you have a bomb go off, part of the MO these days by the terrarists, developed by the IRA actually, is to have a secondary, at times a tertiary device. If they got remote detonators, read cell phone these days... as EMS, FIRE and POLICE, or bystanders rush in... BOOM!

As to helping people in wrecks absolutely. Here is one from my days still in EMS. I had my own hand held radio, I came home from work in Tijuana. and about two minutes from home a car went end over end, it was nasty. (kids were racing) I stopped, and tested my radio. I WAS STILL IN RANGE. So I called my dispatch in ANOTHER country and asked them to contact Emergency Services in San Diego and relay the emergency. we had land lines for that use. This is well before cell phones by the way. I also got kitted out and went to car, which was a turtle. Kid inside was badly hurt and the fuel line was broken, so it was leaking gas like a sieve. I still broke the window and got in and started emergency care.
To make a long story short, I got a response, staid with kid until well after Emergency Services got kid off... and then was asked by cops how? I pointed out that I don't think they'd appreciate it if I got on their channel... they nodded, and smiled. It was probably one of the strangest 911 calls dispatch ever got. And we all lived to be happy aver after.
