21. A congressman is the lowest "local" position at the Federal level.

While it might not have been necessary for Paul to have shown up and start bailing as the rain was falling and people were losing their homes, it MIGHT have been nice for him to not actively try to cut funding for a federal organization that was provides disaster relief at a time when the people he (in theory) represents were losing everything they owned and drowning.
