Since either the Espionage Act or High Treason are capital offenses here,
they might actually prefer to be tried in the Hague.
I think the maximum sentence at the Hague is life imprisonment. Here:

I think we could settle for that.
Allowing them to be put on trial in the Hague for war crimes would help to
begin to restore our relations with the rest of the world.
