If he isn't listening to the North Koreans, then who?

Huh??? Huh??? I wanna know and I wanna know NOW!!!

Was Bush surprised by this test? Did he know it was going to happen and just let it happen anyway? Did he know about it and tried to stop it but failed? Let's look at these three scenarios:

1) "Bush surpised..." So the warrant-less wiretapping program isn't working.
2) "Bush knew and did nothing..." Sound familiar? In this case, why conduct illegal wiretaps if you're response will be the same as if you didn't conduct any wiretapping at all?
3) "Bush knew, tried to do something and failed..." Well, this is sure comforting. So even with illegal wiretapping, Bush still cannot do the job?

What do we believe??? North Korea is one of his three "axis of evil," so he must have been listening to them. Or are we suppose to believe there are really only two really, REALLY evil members in that axis and one kinda evil member--two countries that warrant warrant-less wiretapping and one that really doesn't (say, listen illegally to North Koreans only if the NSA spooks have time in between illegally listening to Americans)?

Perhaps if Bush had not spent so much time illegally wiretapping Congressional Dems, environmentalists, Quakers, and moderate Republicans, he could have been legally tapping the phones of North Korean operatives and headed this thing off...

And judging from his lack of success, he hasn't been torturing North Koreans either...:sarcasm:
