The Busholini Regime thought that they could bully NK into giving up their Nuke Program. Instead of reaching an accord with NK the Busholini Regime played the tough guy game. NK and SK wanted a settlement and visitation for their people but the US Govt. strong armed SK into stopping that progress. The US Treasury sanctioned NK via banking. Instead of trying to work with NK everything was done to make them more paranoid and angry. Axis of Evil statement drove NK to get Nukes.
