Rovian GOP Tactic: The Democrats have to "clear their name" and swear under oath that they did not have prior knowledge of this.

Subtle difference, but in the Big Lie world of spin, it totally recasts a minor querstion into a large accusation....It gives them room to backtrack, and say "We're were just askin.' "
