But I would argue that there are some Republicans, I don't know if Gaffney is one of them, who are truly opposed to what they perceive to be is a Muslim or Islamic terrorist threat and will expose "their own" if neccessary to deal with the matter. They may be, as you suggest, part of a neo-con attempt to disenfranchise Muslims. I haven't heard that angle before
