Even if he was he should still be impeached for his incompetence. A President is supposed to be in charge and on top of things. Imagine if a Democratic President were to try and excuse himself with this tired old republican excuse. It wouldn't even get anyone's attention. It would be dismissed immediately for what it is, bullshit!
