it's been over 20 years ago, but I checked groceries in the southside of birmingham AL right next to the food stamp office. The majority of recipients were old people, some really old. Most had to ride the bus to the foodstamp office once a month. Then, in order to have help bagging and carrying the bags in when they got home, they would hire the 'jitney men' that were really old retired men that would sit on the benches outside the grocery and help bag and give people rides for a tip.
People were not supposed to by toilet paper or dish soap or diapers with food stamps. If they needed those things (hardly luxery items) they would either have to hope the cashier would let them slide or cash in food stamps for 50cents on the dollar with the scumbags that hung around outside on foodstamp day hoping to take advantage.
Foodstamp day was always crazy. These people would not have suffered the lines like they did if they hadn't run out of food from the previous month. I always thought it was really sad how old people had to scrimp like that just to get by. I sure do hope they have improved the process and eliminated the really stupid rules.
