Animal cruelty officers in Arkansas volunteer for the position. They aren't paid, and often wind up having to spend time away from paying job not only for their training and investigations but to be witnesses in court trials, etc. And they are only as effective as the sheriff for the county allows them to be. It also a job with a high burn out rate. We had a couple who moved here from CA who became involved in this, and even opened an animal rescue place. What happened was that they were overwhelmed with people and law enforcement calling them all hours of the day and night, sometimes demanding that they come and get strays. The result was that the couple seperated and both got out of doing anything about animal abuse.
