Democrats have historically been the party that has wanted to reach out to get these people out of poverty. Wasn't that the whole reason behind FDR's New Deal and eventually brought us out of the Great Depression?
Neo-Conservative started the day that FDR got that New Deal through congress because FDR took away the one thing that made them money - cheap, expendable labor.
