A senior counter-terrorism official says the U.S. still believes that Abu Musab al-Zarqawi's organization carried out the attack on the Shiite Askariya shine in the mainly Sunni city of Samara on Feb. 22, in spite of the lack of a claim of responsibility.
"We cannot imagine anyone else with the motivation — starting a civil war — or the sophistication," the official said.
He added that one reason why Zarqawi may not have claimed responsibility is because Osama Bin Laden and Ayman al-Zawahiri have told him to focus on U.S. forces and not Shiites and Kurds.
