no offense to catholics, but the pope is the closest analogy i can think of.
shrub comes out with "papal" edicts and the rank-and-file just accept them, not because they believe or understand or even care, but simply because IT'S NOT THEIR ROLE to debate or decide policy.
the "pope" is infallible.
