Bev Harris has NOT filed a tax return with the IRS

Attention Mods: Since many people at DU gave money to Bev Harris and her BBV.org, her failure to file a tax return, in the face of claims by her that she did, is relevant to all DUers, thus it bears discussion outside the Election Forum.

Two DUers have now called the IRS, provided them with BBV's tax ID number, and been told that NO form 990 has been filed with them.

Bev assured people on her web site and in emails that she was complying with the law, yet we continue to learn that she has failed to do so for reasons unknown.

Here's what we know so far:

- Bev failed to pay payroll taxes in 2004

- Bev claimed that BBV's books were being managed by an accounting firm specializing in non-profits, yet the evidence suggests no accounting firm was involved with the books. Bev has refused to reveal the name of the accounting firm involved, and no accounting firm signed her 990.

- Bev's 990 was signed by one person, yet the signature was identified as being Bev's.

- Bev failed to register BBV with the state of Washington, thus she has been illegally soliciting funds in the state since 2004.

- Math errors and omissions are rampant in her 990 filing.

- Bev recently attacked VoteTrustUSA for accepting money from Donna Curling, the wife of ChoicePoint's CEO, claiming the money was tainted and should be returned. Bev also accepted money from Donna Curling, yet she has failed to return that donation or explain why she should be allowed to keep "tainted money".

- Bev claimed she donated her Qui Tam proceeds (minus $8,000 for her church) to BBV. Yet no such donation appears on her 990 ($68,000).

So, here are the questions that should be answered before anyone donates any further money or anyone should be allowed to plug Bev's organization with links or posts:

1) Why didn't she pay payroll taxes in 2004? Has she paid any in 2005? How much has she had to pay, or will she have to pay in penalties for her failure?

2) Who did the books for BBV? If an accounting firm, provide the name, if not, please explain why she claimed such a firm would handle the books, but in fact did not.

3) Why did Bev fail to register with the state of Washington as a non-profit? Are penalties being assessed and if so, how much?

4) Where is the $68,000 donation she claimed she made to BBV? Can she provide proof that she donated the money she promised to donate to her church? If she did not donate the money, how can she claim she didn't file a qui tam for personal profit?

5) Why did she keep Donna Curling's money, yet attack VoteTrustUSA for doing what she had done?

6) Why the discrepancy on the signature block of the 990?

7) Why are there math errors on the 990? Where are the missing schedules?

8) Does she feel she has been a responsible steward of the her contributors money? If so, why? If not, will she resign and turn the organization over to a more competent director? If she refuses to resign, will she refund a reasonable portion of her salary to atone for her mismanagement?

These questions must be answered. If Bev refuses to answer each and every one honestly and completely, then I propose that all direct links to BBV be banned from DU, since supporting an organization which mismanages money and misleads contributors is not something the DU community should allow to take place.
