There could be only one reason -- because he knew he was safe.

The fact that he was so jovial also indicates that he doesn't have the capacity for empathy.

Put the two together and it appears more like MIHOP than LIHOP, because with the latter there would still be that sense of not knowing -- which I imagine almost everyone else in the US had -- whether there would be further attacks and whether he was in danger. But he was so totally unconcerned he went to bed early.

This goes along with his writing in his diary when he went to bed that night (from Paul Thompson's 9/11 Timeline) that this was a new Pearl Harbor....right out of the playbook of the PNACs.

I couldn't sleep well for days, and felt such horror, heartbreak and grief there's no way I could have laughed and joked around. I don't personally know anyone who didn't react like I did.
