Recall that the article said not only that an indictment had been handed up by the GJ (although they got the terminology wrong - no surprise there), it also said that Rove was SERVED with the indictment.

When an indictment is handed up by the GJ, the presiding judge also issues a warrant for the indictee so that the indictee can be lawfully arrested when he is served with the indictment.

Had the article been true and had Rove been served with an indictment last Friday, he would have been arrested, not left to flit about working in the White House for another week, month or year.
