Would recommend you remove as much of the primer as you can (pull/strip and/or lightly sand medium grit). Sounds like the sheetrock needs a remud before you go to next step of painting. Often stripping wallpaper pulls off the protective joint compound/mud cover that keeps sheetrock from being porous.
