BTW, this is Condi's baby all the way. She designed the treaty and has been secretly pushing it since early '05. She is playing the game of bringing in India to check the growth and power of China. IT's a big risk.

Condi is giving a history lesson on India right now and going over how India has modernized and needs energy. She is emphasizing that aspect of the treaty.

BTW, Sen. Kerry has proposed that India get their nuke material from a UN guaranteed source that will guarantee that India gets what it wants, but doesn't start generating material that can be used in a bomb. Kerry still wants nuke material tightly secured. Condi is wobbly on this, very wobbly. She is playing 'the great game.'
