but not for something that exceeds the maximum height limit by 4 times. In my county, in addition to different maximum heights for structures (different heights in different zones) there is also an airport overlay zone which limits use, height and density in the transitional and surface approach zones.

Can you imagine a forest of these 99' structures? Not a good idea.
