And if you express the data from the OP that same way you will get 6 matches out of 1900 pairs for the Democratic turnout:
1-2 < match
2-3 < match
3-4 < match
4-5 < match
5-6 < match
6-7 < match
7-8
.
.
1899-1900
(Assume that we sorted on the match column so they are all clumped at the top of the column).

To get the other 8 matches you have to bring in an additional (different) set of 1900 pairs. These are the Republican turnout data:
1-2 < match
2-3 < match
3-4 < match
4-5 < match
5-6 < match
6-7 < match
7-8 < match
8-9 < match
9-10
.
.
.
1899-1900

So that is 14 matches out of 3800 pairs. 6 out of the first 1900 pairs and 8 out of the second 1900 pairs.
