are two independent sets of data. Getting a match in two adjacent precincts in the Democratic turnout should have no influence on whether you get an adjacent match on those same two precincts in the Republican turnout. That seems to be borne out in the results since the matches in the Democratic data are in different precincts than the matches in the Republican data.
