15. I don't think we should EVER just assume something's taken care of...
and do nothing. Those times in my life when I've assumed that stance, I've consistently found out that little had been done by others...and that the issue had fallen-through-the-cracks.

Besides, if we want to win against the Repugs, we have to think like them. Would THEY just assume something was being done by others, and thus do nothing?! Heck NOOOOOO! They always over-plan, and over-recruit their support. We're up against control freaks, and so need to prepare accordingly. Point IS, they're NOT use to Dems having an energized 'base.' So let's get out there, and keep pushing! And WIN!
