Many problems:
1. Many people don't like him for any number of political and personal reasons.
2. Fraud protest would be painted by the wingers as a Liberal hallucination.
3. Ted has a lot of "baggage" that could taint any protest. I need not elaborate further here.
4. I'm sure he suspects fraud, but possibly doesn't feel there is enough hard evidence with which to go forward.
