13. Ted Kennedy, because...
...he has nothing to lose: he's a liberal, he's retiring at some point in the not-so-distant future, and he'll win re-election in Massachusetts no matter what he does.

Also, he and his constituents stand to gain a great deal of power, influence, and government resources if a fellow Bay Stater is inaugurated on January 20th.

Plus Bush screwed him over with the No Child Left Behind Act.
