14. Actually . . .
I was surprised to find that there really is a logical explanation: precincts that share the same building, but have Presidential candidates rotated in a different order. If someone is directed to, or goes to, the wrong spot to vote after getting a ballot, their vote will go to the wrong candidate.

It points out yet another significant problem with our voting system, but fraud is not the most likely explanation in this case.
