Every time you say "Somebody do something," remember, YOU are also somebody. If it bothers you, do something about it yourself.

I personally don't know who sets the primary dates, but if they are set by the Lege, then why not get some concerned citizens together, write a draft bill, and try to find somebody on the Elections committee to sponsor it? Anchia would be a good bet. This might be something you could work with Common Cause on.
