Embattled BMV chief gives notice
3 other officials also leaving Daniels administration


Joel Silverman, beleaguered commissioner of the Bureau of Motor Vehicles, announced his resignation Wednesday, part of the largest shake-up of Gov. Mitch Daniels' two-year-old administration.

Silverman's decision follows a rocky 21-month tenure that included a botched computer upgrade in July. The effort led to myriad record-keeping problems, customer confusion and long waits at many license branches. He did not offer a reason for quitting, but Daniels spokeswoman Jane Jankowski said the BMV chief had planned to serve in the post for only two years. He will leave Oct. 16.

In other changes:
* Ron Stiver, commissioner of the Department of Workforce Development, will replace Silverman. Andrew Penca, a deputy commissioner at Workforce Development, will succeed Stiver.

* Michael "Mickey" Maurer, secretary of commerce and president of Indiana Economic Development Corp., will leave his post at year's end. Nathan Feltman, the development corporation's executive vice president, will replace Maurer as both secretary of commerce and corporation president.

* Miguel Rivera, Indiana's labor commissioner, will step down Oct. 6 for a private-sector job. Daniels appointed Greenwood attorney Lori Torres to take Rivera's place.

* Harry Gonso, the governor's chief of staff, will leave his post by year's end. Earl Goode, Daniels' deputy chief of staff, will replace him.
