... schools are using off campus actions like threatening or harrassing text messages and emails to punish students who bully other students.

Its much more important to me that students and administration have a safe environment in which learning can take place. Lest we forget, in many public schools that is a big enough challenge. The student in question spread disinformation and by her own admission intended to create a disruption at the school.

We're expected to uphold her right to do that?

I'm for improving our public schools and spending more tax dollars to do improve the quality of education there, not to spend that money on allowing students to bully and to disrupt things.
