Bush will give an economic speech during a campaign stop in Colmar in Pennsylvania, a state that lost 2,800 jobs in July, 1,600 of them in the manufacturing sector. "This will be a speech where he lays out in a comprehensive way his economic plan," said his campaign's communications director, Nicolle Devenish.

Bush's economic agenda centers around extending tax cuts, easing government regulations that he says penalize small businesses and offering job training to those who have lost jobs.

Devenish said Bush will cite the impact of worker productivity gains, which some economists say has led to sluggish job growth, in emphasizing the need for job training. Bush will also defend his economic record by stressing the U.S. economy has led to 12 straight months of job growth and a 5.4 percent unemployment rate.

Bush will criticize Kerry's plan to eliminate tax cuts for those making over $200,000 a year. "John Kerry seeks to expand government, raise taxes and return power to Washington D.C.," Devenish said in describing what Bush will say.
