What the Freepers like to say about Palin is that, unlike the three Senators running, she has "executive experience". The big stories about her executive experience are that, as mayor, she screwed up the biggest project of her administration, and that, as governor, she violated the state ethics law.

You ask why the contractor would want to get involved in the sports complex job. It's highly likely that the contractor had no idea of the problems. If the town government hires you to do some construction work, would you go do a title search to make sure the town owned the land where you were working? No, you'd assume that someone in town government was minimally competent.

If the town government were headed by Palin, your assumption of competence would be wrong, but the contractor back then hadn't yet seen the Charlie Gibson or Katie Couric interviews. :)
