I am one of those moms who would have benefited from this bill if it had existed during the time I was raising my kids. It is frustrating enough to have your ex making it as hard as he can by not paying child support in a timely manner,but when my children were growing up,in my state it was very difficult for a woman to collect back support,all the judges were men,and usually ruled in favor of the men. My children's father would only pay just before he was to appear in court and then only a pittance of what he owed and the judge would say he was trying. He had a small business and guess what,you guessed it, if not for my family and friends heaven only knows what would have become of my children. This very bill would have prevented them from having to get in line behind all of the creditors. By the way he only paid $15.00 per child a week and he was thousands of $ in arrears. We had 2 daughters who are now 44 and 40 years old and doing very well.
By the way I lived in Delaware and still do.
