35. The President has chosen to negotiate rather than fight
And Daschle is a useful mediator between Democrats and the drug companies. Essentially what the President has done is make an expected value calculation for fighting vs negotiating. With a certain probability he will win and get everything and with a certain probability he will lose and get nothing. The alternative is to negotiate which means he will certainly get something but certainly not everything. He has calculated that negotiating is better than fighting. I'm not saying you should agree with him but I believe that is more or less how we arrived at where we are. Additionally, what is best for the President is not necessarily what is best for you or I.
