Reid voted NO probably so that he can reopen the vote.

Democrats not voting:

Biden
Kennedy (sick)
Kerry (in Poland, for the climate change talks)
Wyden (not sure why he did not vote).

Far from 11, and it would not have made the bill pass: 52 votes + 6 = 58, still short of 60.
