It has never been the practise for a President Elect to "offer" a Cabinet appointment to anyone unless that person has already been adequately vetted AND the P.E. knows the job will be promptly accepted. And that is not Obama's style either - at least with all the other appointments he has made and those he is still working on.
The Clintons and their coterie have been outrageously spreading rumors. The latest party line from them and their supporters is that it doesn't matter what deals Bill has struck with what questionable corporate/foreign political forces IN THE PAST (followed a few months later by huge "donations" to Bill's foundation or library), as long as he promises not to do so in the future. Therefore, Bill shouldn't have to reveal those past dealings. My god! The Clinton hubris knows no bounds, does it?

She IS a brilliant woman, but she is not diplomatic. Secretaries of State/top foreign diplomats are not in-your-face, my way or the highway kind of people. Just look back at how HRC screwed up her health care initiative by having closed meetings at which she basically presented her plan as a fait accompli, and refused ANY input from the House or Senate Committee chairs, or their highly experienced and knowledgeable staffs.

And look how her criteria for her campaign staff was personal loyalty, and not expertise. Imagine applying that as the hiring principle at the State Department!
