in 2004 tens of thousands of absentee by mail ballots "disappeared" or "got lost".
It took Oregon 10 years to develop a VBM system, and that was with the govt managing it.
We can't trust political parties to do something like this - its the least secure method
of voting, and letting partisans control it is insane.
Its likely that miniorities will be the ones whose mail just doesn't get to the right mail box.
