Because there's nothing to debunk. He can keep his promise, though he needs congressional assistance. That's no different than almost any other campaign promise.

BTW, I am not an Edwards supporter.

Edit: And this doesn't even get into the arguments about the 27th amendmant. I would look forward to a challenge. It would be good for all of us.
