It is going through the same process that just about every other House bill goes through - it was immediately referred to the Judiciary Committee, which referred it to the Constitution Subcommittee

If you're not happy with how the resolution is proceeding, you should take it up with Judiciary Committee Chair Conyers or Jerry Nadler, chair of the Subcommittee.

You may wish that Pelosi would take extraordinary action on this particular measure and override the normal committee process - action the Speaker does not normally do. (And considering there are only 13 cosponsors and hardly any groundswell in the Democratic Caucus for action, this would be an extremely bizarre and ill-advised move.) But it is completely inaccurate to claim that she is blocking the bill. She is doing no such thing.
