Here in Canada, you don't register to vote in general elections as a party member, but if you want to vote for delegates to go to leadership and other party conventions, you have to buy a membership, usually something like $10 or $20. All one would have to say to Mr Phelps is: "Sorry Mr Phelps, the party has instructed us not to take your twenty bucks because your membership in the Democratic Party has been revoked. You might want to talk to the Republicans, though. They'll take everyone's money, no matter how dirty."
