It's not about whether or not it is impeachable. It is about winning the 2006 elections and gaining majorities in Congress. Calling for impeachment and censure will only motivate turnout among the Republican base. Depressing GOP turnout is the key to winning these close elections. You will not do that by letting Republican lawmakers tell party members that if Democrats win Bush will be impeached.
