As well, I think too many people view U.S. history with the idea that every administration starts anew in terms of foreign policy. That is not the case though. There are groups like the CFR and the NSC that are filled with the same people no matter who is president and the, in a large part, determine U.S. foreign policy.

BTW, the Taliban didn't take over until 1996. They won out over all the other warlords who competed for power after the Soviet Union left and Bush Sr. walked away from it all. It was the Muhajadeen that I believe you are referring to. Most of this effort occurred under Reagan but I think it got started at the very end of the Carter administration. It went full scale once Reaganstein took over.
