I'll go through this evening and send them some notes, unless you want to - since I've already got one complaint getting published, I'm more than happy to share my 15 minutes.

On a side note, I'm exchanging emails with another editor who wrote to clarify a minor point - I feel far too smug after sending this:

"In looking at it again, perhaps I was too hasty in implying it was plagiarized - I see the capitalization of the word "Federal" is completely different."
