18. Impeaching Bush would be nearly impossible.
You would have to get a majority Republican congress to agree to it.

Only the combination of two things can make that happen.

1) Some really hard evidence against Bush. I don't mean coinsidental connections. I mean some hard, hard evidence.

2) It would have to be made so much public that American outcry insists on his impeachment. You'd have to convince the American people that it's worth it to impeach the president at a time of instability.

I'm not saying it can't be done, but it would be awful hard to do.
