5. I don't think its quite that.
Bush doesn't see Americans as anything besides a labor input. He doesn't see foreigners as anything besides a labor input. He sees Americans as malfunctioning, and foreigners as functioning, hands. That's all. In Bush's dehumanized view of the world, both Americans and non americans are subhuman cogs, and one is cheaper than the other.

Americans will have to move over because capital needs labor, and if we aren't it, then it will be somebody else.
