That I don't doubt for a moment. The choice is between his incompetence or his intention (consistent with PNAC) to go to war in Iraq.
We know he is supposed to have had intelligence saying airplanes were going to be hijacked, we just don't know if he was incompetent and didn't read it, or let the attacks happen.
In fact I would say every thing this President has done has an equal probability of incompetence or malignance.
