The four planes were all supposed to strike simultaneously. Flights 93 and 77 were delayed taking
off. Bush couldn't leave the classroom after hearing about the WTC strikes, because then he'd be
expected to ask the obvious question: "Is there air cover over Washington?"

I think what Andy Card is whispering in his ear is "77 and 93 are delayed. Stall thirty minutes."

This explains that combination of fear and confusion and calculation in his eyes as he sits there
doing nothing. He's thinking: "Am I being set up? Is this a double cross?"
