Morale sags.
Sieges
Exhaust strength;
Protracted campaigns
Strain the public treasury.

If men are tired,
Morale low,
Strength exhausted,
Treasure spent;
Then the Feudal lords
Will exploit the disarray
And attack.
This even the wisest
Will be powerless
To mend.
