22. The plan.
We must consider our stake in this venture called American Democracy and our duty to preserve our rights. Times have changed and we must change with the times or perish. So to with our form of government. The Preamble to the Constitution charges us with the responsibility to govern ourselves as a free people. The Bill of Rights grants us rights though not listed, are ours non the less. In keeping with both, we comrades have no choice but to petition for redress. As the majority of the Nation's citizens concur that we are on the wrong path as a nation, we as good citizens must require the Congress to step down. This being for the good of the Nation. On July 4 2008, a New Congress will take up the people's business. All powers and duties of the Congress will be transfered to the New Congress as care taker's of the Nation. To include the use of the Nation's Armed Forces for any purpose other then the defense of the Nation. All committees of the past Congress will be placed on hold pending the National Elections in November 2008. Any business necessary to the protection and welfare of the citizens of the nation shall be undertaken to assure the continuity of Nation. A simple majority vote will decide the need to act in the interest of the people. No new taxes, levies, tariffs or treaties are to be imposed until the national election of Congress in 2009. A resolution to extend the current budget through this period to include sixty day past the taking of office of the new nationally elected President will be the last act of the current Congress. The New Congress will not amend the current budget during this transition. This New Congress will be the current States Governors having been elected by popular vote of the citizens of their State. During the thirty days starting June 4 2008 to their taking office, the authority of all branches of government will retain their constitutional duties. Within thirty days of taking office in the New Congress, the New Congress will elect from within their ranks an acting President and Vice President. Once sworn in, by August 4 2008, the current President and Vice President shall resign. Upon the new President taking office in January 2009, the New Congress will post a date for election for the next Congress by March 1 2009. These election will occur no later than 4 July 2009.
During this transition, The Nation's Armed Forces are charged with the protection of the American People at the direction of the New Congress until the interim President and Vice President have taken office. The interim President will take the power of Commander and Chief until the nationally elected President takes office in January 2009. No new authority or privilege is to be conferred by the New Congress upon the Interim President or Vice President. No amendment shall be made to the current Constitution prior to the national election of the Congress in 2009.
This comrades is the clean slate we require. The restoration of the rights of the People. It may not end corruption and will hold to the status quo for the interim. What choices have we? Are we to risk another war without our consent? The Congress has failed its' duty for what ever reason.
The split on the Governors is 28 left and 22 right. They are the closest thing we have to representational governance by popular vote. There is nothing to exclude current members of congress from running in 2009. We can take up a third or fourth party in the national congressional elections. Say Liberal Democratic Party or Fearless Agnostics for Change Party. You know there will be the NRA Party and ACLU Party too. We are after all a Nation of party people.
This will of course require your participation. So far Goldstein's national bankruptcy plan is doing well. You are lax in the Life Adviser plan though. And this not spending has got to stop. As always, the party will not stop without you. Next comes Goldstein's economic plan for the Nation.
