I think it's clear from the responses by under 18ers on the two threads that they would like to participate but are stopped from doing so due to the CA rules. We don't need no stinkin' rules! ;)

As I mentioned in GD, I think the younger generation has the most at stake here and should have their opinions shared.

If you wanted to make that chance, I think it would be easy to do in the petition body.

On edit: Yes to the non-registered as well, though I hope signature gatherers would hand them a voter registration card when those folks signed. :)
