A complex and powerful alien device lands in the Mongolian desert and creates a vortex which begins to disrupt the world's weather systems. Its purpose is to terraform the planet, a cyclical event, I think. A team of people are sent to stop it when world governments realize what it's doing. They plan to blow it up to stop it.

The actors playing the roles were well-known at the time. The machine canceled its programming when some of the characters entered and made love or whatever. As if it detected something worth saving and not destroying and re-making the planet.

Anyone that remembers the name of this movie, please post it here. I saw it on cable years ago and would like to see it again.
